Community Consultation Ahead of the Application’s Submission

Between July 2023 and September 2024, three rounds of public exhibitions (nine events in total) were held to engage with the community on the emerging proposals to redevelop the Great North Leisure Park. The redevelopment proposals principally include the delivery of much-needed new homes, new commercial space, extensive landscaping, and a new community leisure centre.

The exhibitions were widely publicised through leaflets, letters, emails, social media, and local press. In addition, targeted forums were organised with local businesses, focus groups, and Ward Councillors. A dedicated project website was also maintained and continues to provide updates throughout the planning process.

Feedback from these consultations directly influenced the scheme, resulting in:

  • Extension of the site area to improve the layout and parking for the leisure centre.
  • Enhancements to the leisure centre offer, including the addition of a lido.
  • Refinements to residential areas, creating clearer character zones.
  • Re-alignment of High Road buildings in response to community feedback.

Submission of Application & Scheme Updates Summer 2025

The planning application for the Proposed Development was originally submitted in January 2025 and described as:

“Comprehensive redevelopment involving demolition of existing buildings and phased redevelopment to provide up to 1,502 residential dwellings (Use Class C3) across 20 buildings (with links) up to 25 storeys in height; a new 3 storey leisure centre (Use Class E(d)); flexible commercial space (Use Class E); a single storey sports changing pavilion (Use Class F2(c)); and landscaping, parking, access, and associated works.”

In response to comments from statutory consultees, the London Borough of Barnet, and the wider public, the application has been updated. The amendments also reflect LB Barnet’s Cabinet decision of 22 July 2025 to progress with a reduced-scale leisure centre, which the Applicant remains committed to delivering.

Principal updates to the scheme include:

  • Reduction of the overall number of units from 1,502 to 1,485.
  • Reduction in Leisure Centre floorspace from 6,944 sqm to 3,787.7 sqm (still an overall increase on the existing by 1,618 sqm).
  • Introduction of a 3-metre landscaped buffer between the Lido and the Glebelands Open Space.
  • Improvements to the southern entrance of Leisure Centre, including seating and planting.

Community Update

As a result of the changes, Regal updated the community via two webinar sessions on 03rd and 04th September 2025. Newsletters were sent to approximately 22,906 addresses and an electronic mail-out to the existing mailing list advising locals of the events.

Key Themes Raised by the Community (pre-, during, and post the webinars)

  • Local Infrastructure: Demand for GPs, dentists, schools, and shops; use of Community Infrastructure Levy funds; and the future of facilities such as the cinema and bowling alley.
  • Affordable Housing: Proportion of affordable homes, prioritisation for local residents, affordability of service charges, and allocation of private sale units.
  • Building Height, Density & Design: Daylight/sunlight, overheating, single-aspect units, and alignment with local character.
  • Nature & Biodiversity: Protection of wildlife (including Great Crested Newts), use of green roofs, and tree planting/replacement.
  • Leisure & Community Facilities: Leisure water provision; questions on pricing, accessibility, lido heating, additional facilities, and construction phasing.
  • Play & Youth Spaces: Provision for children, teenagers, and young adults.
  • Parking, Transport & Accessibility: Parking ratios, visitor parking, blue badge bay locations, free leisure centre parking, traffic management, and public transport improvements.

Event Summary

Following the webinars the presentation and a recording were shared on the GNLP consultation website. This was followed with a FAQ which expanded on the key themes and questions that were raised.
